The main problem that buffs like Flee or all Heals don't work probably comes down to the fact that players are not assigned to a "group", no matter if you meet them in the world, the RvR or if they are in your group. This ALSO is the problem for the own character and why we can't receive any buffs, it always says "invalid target".
