When you first log in with your character, there is suppose to be an initial quest line that is picked up and suggests to the player to go find the first quest giver and receive a small xp award. Instead, this is picked up later in the quest chain givers by the guy near the bridge. This quest should be given to players upon creation so it starts the quest chain as normal.
