Grimmenhagen Villager should not be spawning in starter area

The Grimmenhagen Villager NPCs should not be spawning by default in the Empire starter area. These NPCs should only spawn as part of the \"Grimmenhagen Burning\" quest.\r\n\r\nThere are lots of burning huts in this village, all with doors. When you interact with the door (currently broken, not reporting that part) the door should open and the villager then spawns, says thank you or something, and then runs away and de-spawns. Door closes a while later.
